
“Water at Last!” — Free Hill Community Gets Running Water After 30-Year Drought

St. Ann-After more than three decades without reliable access to piped water, residents of Free Hill in St. Ann are now celebrating a long-awaited victory—the official commissioning of the Free Hill Water Supply System.
This critical infrastructure project, which came at an investment of approximately $118 million, was spearheaded by Rural Water Supply Limited, with collaboration from several government agencies and the tireless advocacy of local leaders. The moment marks a historic milestone for the community, which has endured chronic water shortages since the 1980s.

The scope of the Free Hill Water Supply project includes:
💧Upgrade of existing intake system
💧Supply and install a solar photovoltaic pumping system
💧Installation of transmission pipeline
💧Installation of distribution pipeline
💧Installation of concrete storage tank
From Drought to Development
The commissioning ceremony was both joyful and symbolic. Residents, who once relied on inconsistent trucking services, rainwater harvesting, and long treks to access water, can now enjoy clean, running water in their homes.
“This is more than just a pipe turning on,” said one resident. “This is about dignity. This is about health. This is about our children’s future.”

A Team Effort
Present at the ceremony were Councillor Dalas Dickinson, Councillor Sydney Stewart, representatives from Rural Water Supply Ltd, the National Water Commission (NWC), RADA, SDC, Jamaica Constabulary Force (JCF), and Free Hill Primary School. Their presence reflected the coordinated effort it took to bring this project to life.
Councillor Stewart, who has long championed the cause alongside his colleagues, praised the unwavering commitment of community members and government officials.
“I am proud to have fought for this community,” he said. “The people of Free Hill never gave up, and today, their persistence is rewarded.”
Special thanks were extended to Prime Minister the Most Honourable Andrew Holness and Minister without Portfolio in the Ministry of Economic Growth and Job Creation, the Hon. Matthew Samuda, for their leadership and dedication to rural development.
The Ceremony was a community event and was a big deal for all residents, including the students from the Free Hill Primary School. The students who shared an engaging dub piece, also received some back to school packages following their performance.
Hope Flows With Every Drop
According to Rural Water Supply Ltd, the upgraded system will not only supply homes but also support schools, farms, and small businesses—paving the way for improved health outcomes and economic opportunities.
“This investment brings more than water,” noted one official. “It brings hope, stability, and a renewed sense of possibility.”

The Free Hill Water Supply Project is part of a broader national effort to improve water access in underserved areas across Jamaica. With continued investment and partnership, more communities are expected to benefit from similar upgrades in the near future.
