Amber Group Unveils “Constable Smart” – AI Agent to Support the Jamaica Constabulary Force (JCF) Operations
Yesterday, Mr. Dushyant Savadia, CEO of the Amber Group and proud sponsor of the JCF Mensa Lecture, officially introduced Constable Smart—a cutting-edge artificial intelligence agent developed to support the Jamaica Constabulary Force (JCF). Designed to assist with reporting, information dissemination, and emergency call handling, Constable Smart is fully operational and poised to transform modern policing in Jamaica.
In a captivating live demonstration, Mr. Savadia showcased Constable Smart’s impressive capabilities, leaving the audience in awe. The presentation underscored the innovative potential of AI in boosting law enforcement efficiency and public safety initiatives.
In addition, the Jamaica Constabulary Force rolled out its ‘Connected Cop Concept’, equipping officers with cutting-edge technology such as body-worn cameras, smart devices, tablets, e-ticketing tools, and tasers to enhance real-time response and improve operational efficiency.
During his presentation, Commissioner of Police Dr. Kevin Blake highlighted the need for faster, more efficient traffic enforcement by referencing the new Smart Check application. With a touch of dry humor, he remarked, “People who speed are busy people, so you don’t want to take too much time writing paper tickets.” He added that officers shouldn’t be spending “five or ten minutes” handwriting a ticket.
The audience responded with a round of giggles, though it was unclear whether Dr. Blake was being sarcastic or simply illustrating the practical benefits of digital policing. Either way, his comment underscored the urgency behind adopting smarter, quicker systems in the field.
“This is what criminals have coming at them in 2025 — a well-oiled, well-tuned machine,” declared Dr. Kevin Blake, Commissioner of Police, during his keynote address at the Distinguished JCF Mensa Lecture yesterday.
Dr. Blake was speaking on the transformative ‘Connected Cop’ concept, a cutting-edge initiative designed to modernize and streamline law enforcement operations across Jamaica. The concept envisions every police officer being equipped with technology that delivers real-time data to aid in rapid decision-making and more efficient criminal apprehension.
Among the tools included in this technological arsenal are:
- Body-worn cameras for transparency and accountability
- Smart devices that offer instant communication and access to intelligence
- Tablets for on-the-go data entry and information retrieval
- E-ticketing devices to enhance traffic enforcement
- Tasers for non-lethal force options in hostile situations
According to the Commissioner, this integration of tech ensures that the Jamaica Constabulary Force (JCF) operates as a cohesive, data-driven unit — ready to outpace and outsmart criminal elements in 2025 and beyond.

$300 Million Surveillance Upgrade Enhances Security in Key Kingston Communities
The Government of Jamaica also invested $300 million in the installation of 285 high-definition CCTV cameras across Denham Town, Waltham, and the downtown Kingston business district as part of a significant crime-reduction initiative.
The new surveillance network, completed over the past year, feeds directly into the Denham Town JamaicaEye Monitoring Centre, which was officially launched on Thursday by Deputy Prime Minister and Minister of National Security, Dr. Horace Chang, at the Denham Town Police Station.
The system delivers 24/7 live footage to police personnel, enabling faster responses to incidents, enhanced monitoring of crime hotspots, and improved detection of suspicious activity.

Dr. Chang emphasized that the project is aimed at boosting community safety and strengthening the capabilities of the police force:
“The cameras are there to add to the safety of the community and to bring about a new level of surveillance by our police officers,” he said.
Authorities expect the enhanced visibility provided by the camera network to play a key role in the continued reduction of crime in these high-priority areas.
Let me know if you’d like this rewritten in a different tone (e.g. more formal, more community-focused, or more concise).
Yes, that’s a significant milestone! The Jamaica Constabulary Force (JCF) achieving ISO 9001 certification is a clear sign of its commitment to international quality management standards. In his Distinguished Mensa Lecture, Dr. Kevin Blake, the Commissioner of Police, emphasizing the transformation through “People, Quality, and Technology” underscores a strategic direction focused on professionalism, accountability, and innovation.

ISO 9001 certification means the JCF has formalized processes to ensure consistent service delivery, continuous improvement, and enhanced public trust. Combined with their initiatives like the Connected Cop Concept, smart devices, and now the inclusion of AI like Constable Smart, this shows a deep institutional shift from reactive policing to data-driven, technology-enhanced operations.
Members of the public will soon have a chance to experience this technology firsthand. From June 19–22, the JCF Transformations Expo 2.0 will be held at both the National Arena in Kingston and Montego Bay Community College in St. James. Attendees will be able to interact directly with Constable Smart and explore how AI is shaping the future of policing in Jamaica.

“We want Jamaicans to see for themselves the level of innovation and professionalism now embedded in our service,” Dr Blake noted in recent internal briefings. “This expo is a window into the Force we are becoming — one that is more transparent, more accountable, and more capable of securing our future.”
The Expo will feature thematic zones showcasing operational innovations, service improvements, and community partnerships. Key portfolios such as Crime and Security, Force Development and Logistics, Strategic Operations, and Professional Standards Oversight will be on display — offering the public a rare opportunity to engage directly with the leaders driving reform.
