JCF Corporal in HIV Scandal Charged With Rape as Shadow of Daughter’s Murder Case Returns

KINGSTON, Jamaica — Norval Rowe, a corporal in the Jamaica Constabulary Force (JCF), has been arrested and charged with rape following a ruling by the Office of the Director of Public Prosecutions (DPP).

The charge stems from allegations that Rowe sexually assaulted a 16-year-old girl at the Central Village Police Station in St Catherine, where he was stationed at the time. The matter is now before the courts.
Rowe’s name previously drew national attention after the 2023 killing of his eight-year-old daughter, Danielle Rowe, a crime that shocked Jamaica and sparked widespread grief across the country.

In that case, dental assistant Kayodi Satchell admitted to abducting and murdering the child, claiming she acted out of “frustration and bitterness” after her relationship with Rowe ended. Satchell also alleged that Rowe had infected her with the HIV virus, a claim that became a central and controversial element of the case.
By her own admission, Satchell snatched Danielle from Braeton Primary and Infant School in Portmore, St Catherine, in June 2023 before taking the child to a location in St Andrew. Investigators said Satchell fed the girl a meal before fatally slashing her throat.

Satchell has been sentenced to life imprisonment for the brutal murder of Danielle Rowe. Satchell will become eligible for parole after serving 27 years and four months, according to the court’s ruling.
Meanwhile, the rape charge against Rowe opens a new and serious legal battle involving the police corporal. The Jamaica Constabulary Force has not yet issued a detailed public statement on the matter as the case proceeds through the courts.
